About StablecoinRulesAdvance
On Sep 24, the Fed sought input on a GENIUS Act payment stablecoin framework covering reserves, capital, risk management and custody, and the application process for regulated banks. SoFi began settling card transactions with Mastercard using SoFiUSD and plans to migrate card processing expected to exceed $25B annualized. The US government is also reportedly exploring overseas use of dollar stablecoins. Focus is shifting to traditional finance, cross-border payments and demand for dollar assets.

#StablecoinRulesAdvance Stablecoins are starting to look less like crypto products and more like financial infrastructure 👀
The Fed is seeking input on reserve, capital, custody and risk rules, while SoFi is already settling Mastercard transactions with SoFiUSD.
What caught my attention is the scale: its card processing could exceed $25B annualized.
The next stablecoin race may not be about trading volume. It may be about who becomes the invisible dollar rail behind everyday payments.
The policy conversation is moving past whether stablecoins matter and toward how they integrate with bank-grade controls. Fed input on reserves, capital, risk management and custody, alongside SoFi's card-settlement plans, points to payments infrastructure as the real test. If execution holds, dollar demand may gain a new distribution rail.

🇺🇸BREAKING: The Fed has proposed its GENIUS Act rules, requiring stablecoins it oversees to be fully backed by Treasury bills and other high-quality assets.
Proposal one:
- Stablecoins must be fully backed by permissible reserves, such as short-term Treasury bills and other high-quality, liquid assets.
- Issuers face standardized capital requirements covering credit and operational risks, plus risk management standards.
- New rules cover firms that safekeep stablecoin reserves, and clarify which stablecoin activities Fed-supervised banks can carry out.
Proposal two:
- Fed-supervised banks applying to issue stablecoins must submit a business plan and financial information.
- The proposal also sets a process for appeals, hearings and final decisions on applications.
"Stablecoins will only be stable if they can be reliably and promptly redeemed at par in a range of conditions," says Fed Governor Michael Barr.
The comment period closes 60 days after publication in the Federal Register.
