About CryptoTaxAndBTCReserve
Two US crypto bills advanced on Sept 16. The House Ways and Means Committee passed H.R.10357 38-5, covering tax rules for crypto income, transfers, mining, staking, and broker reports. The House Financial Services Committee advanced H.R.8957 28-21, enshrining a Strategic Bitcoin Reserve in federal law with government BTC held for at least 20 years. Both need further Congressional action. With CLARITY stalled, is US crypto building a framework across market structure, tax, and national reserves?

LATEST: House Majority Whip Tom Emmer told Fox Business he thinks the CLARITY Act will still be passed "before the end of the year" despite Tuesday's setback.

HUGE: The U.S. House committee has voted 28–21 to advance the Strategic #Bitcoin Reserve bill.
This bill would lock about $25 BILLION in government-held $BTC for at least 20 years.
It is happening!
#CLARITYVoteFails50-49 The CLARITY Act stalled in the Senate with 49 votes in favor and 50 against, falling well short of the 60 needed to advance 🏛️
What caught my attention is that this wasn’t necessarily the bill’s final defeat. Reconsideration or a fresh attempt is still possible, but disagreements over stablecoin rewards, state enforcement, consumer protection and Trump-family conflicts clearly remain difficult to resolve.
Markets reacted quickly: BTC slipped below $75K, Coinbase and Circle fell, and roughly $647M was liquidated within 24 hours—including about $524M in long positions 📉
To me, the reaction shows how strongly regulatory expectations are now tied to crypto sentiment. Still, one failed procedural vote doesn’t settle the bigger debate. The more important question is whether lawmakers can revise the bill without weakening the clarity it was supposed to provide.

Two US crypto bills have moved forward.
Bitcoin Reserve Bill: Treats government-confiscated Bitcoin as reserves, held for at least 20 years, not sold casually. The government will not use funds to buy coins on the secondary market.
This is beneficial for BTC in the long term, with a likely 2-4% short-term increase, which may fall back after the positive effect is realized
🇺🇸 TWO NEW CRYPTO MOVES TO WATCH 👀
CLARITY stalled in the Senate, but the U.S. crypto policy push is still moving.
🏛️ Tax bill: 38–5
₿ Bitcoin reserve bill: 28–21
One targets clearer digital-asset tax rules.
The other would create a legal framework for a Strategic Bitcoin Reserve.
Legislation moves slowly.
For BTC, the next signal is whether price can stabilize and buyers return.

#CryptoTaxAndBTCReserve US crypto policy is starting to look less like one giant bill and more like a puzzle 🧩
One House committee advanced crypto tax rules 38-5, while another moved a Strategic Bitcoin Reserve bill 28-21. Neither is law yet, but the direction is interesting.
With CLARITY stalled, Congress is tackling separate pieces: taxation, market structure and government BTC holdings.
What caught my attention is the sequencing.
A crypto framework may emerge piece by piece
Washington is assembling crypto policy piece by piece. On Sept 16, H.R.10357 cleared Ways and Means 38-5, while H.R.8957 advanced from Financial Services 28-21.
The notable signal is breadth: tax treatment is moving alongside a proposed federal Bitcoin reserve with a minimum 20-year holding rule. That is not yet a framework; both bills need further Congressional action, and CLARITY remains stalled.

🚨TWO MAJOR CRYPTO BILLS CLEAR HOUSE COMMITTEES
1. American Reserve Modernization Act of 2026
2. Digital Asset Tax Certainty Act
Both bills now advance toward a full House vote before moving to the Senate if approved.
Even with the CLARITY Act stalled, Congress is still moving forward on other major crypto legislation.
SEC and CFTC also moving ahead with crypto rules under existing law.
These bills could boost crypto adoption by giving investors clearer tax rules and strengthening Bitcoin's role as a US strategic reserve asset.
Key Provisions of American Reserve Modernization Act of 2026:
1. Creates an official US Strategic Bitcoin Reserve
2. Government Bitcoin must generally be held for at least 20 years
3. Federal agencies must report their Bitcoin and crypto holdings
4. Treasury must publish regular reports and audits
5. Other crypto held by government could be sold to buy Bitcoin or reduce debt
6. Government would study ways to acquire more Bitcoin without raising taxes or borrowing.
7. Protects the right to buy, hold, transfer and self-custody Bitcoin.
US government holds around 328,000 Bitcoin, and this bill could keep that BTC locked up for years while allowing the government to acquire more.
Key provisions of the Digital Asset Tax Certainty Act:
1. Tax relief for crypto fees under $10
2. New rules for mining and staking income
3. Clearer tax rules for stablecoins
4. Wash-sale rules extended to crypto
5. Crypto lending treated more like traditional securities lending
6. Changes to crypto broker reporting requirements.

🇺🇸🟠 Bitcoin’s bigger story isn’t just buying.
H.R. 8957 could place government-held BTC under a 20-year reserve framework with annual audits.
If passed, it could make Bitcoin policy more durable — potentially surviving beyond any single presidency. 👀
BTC → policy choice → long-term reserve asset?
